Technology-Needs-Assessments Analysis 2015-2018
Technology Needs Assessments (TNAs) are submitted to the UNFCCC by countries and should help them assess and prioritize their technology needs in mitigation and adaptation to climate change. To understand needs and priorities better, UNEP DTU did an analysis of submitted TNAs which are presented in their latest publication.
The new summary shows that technology needs in developing countries are highest in the sectors energy, agriculture and water management. UNEP DTU elaborates on common barriers to technology transfer and application of climate-friendly technologies. Possible solutions to such barriers are suggested.
The energy sector is a priority in 86 percent of countries, followed by the transport sector prioritized by 32 percent. Solar and water energy generation play the biggest role when it comes to reducing CO2 emissions. In the transport sector, the focus lies on electric vehicles, traffic management and public transportation.
When it comes to adaptation, agriculture and water sectors were prioritized as the most important ones for 80 percent of countries. Agricultural measures such as crop diversification, introduction of climate resilient crops and new crop varieties were at the top of the list. Water storage and harvesting technologies are prominent technologies in the water sector, including rainwater collection from rooftops, storage hardware and surface water catchments.
Among the main barriers are financial, regulatory and technical obstacles as well as lack of awareness and capacities. Financial incentives combined with proper regulations and awareness-raising programmes would make it possible to overcome some of the existing barriers in most countries.
21 country TNAs were analyzed including Armenia, Belize, Burkina Faso, Burundi, Grenada, Guyana, Honduras, Jordan, Kazakhstan, Laos, Madagascar, Mauritania, Mozambique, Pakistan, Panama, Seychelles, Swaziland, Tanzania, Togo, Tunisia, and Uruguay.
